As long as the program you want users to be able to run is in the All User's Start Menu within XP Mode, the program should auto publish in Windows 7. Since you say XP Mode is installed already, what I usually do is login to Windows 7 as the user that needs to be setup, let the XP Mode setup run followed by deleting the shortcut to the virtual machine it creates (you may be able to bypass going through the setup altogether), open up Windows Virtual PC, create a new virtual machine, and select the option to use an existing hard disk (which I then point at the VHD file mentioned above). When you install XP Mode using the default settings, the VHD is placed in C:\Users\Your_Username\AppData\Microsoft\Windows Virtual PC\Virtual Machines.

I normally setup the folder C:\Users\Public\XP so that all users of the Windows 7 machine have full access to this directory and place the XP Mode VHD in it. I keep a VHD file that I use as a XP Mode base to deploy for all users that will need it.
